VIETNAM SOCIAL RESPONSIBILITY COUNCIL
Chapter I
Functions- Duties of the Vietnam Social Responsibility Council
Article 1. Responsible Care (RC) – Social Responsibility (Social Responsibility) is a voluntary activity of chemical manufacturers and traders in order to do better and better in environmental protection and worker health care. activities of businesses and community residents, preventing chemical accidents and incidents from production, storage, distribution, use to waste treatment.
The Vietnam Social Responsibility Council (HDTNXHVN) – international name is Vietnam Responsible Care Council (VRCC) is a professional organization of the Vietnam Chemical Society – a member of the Asia-Pacific Social Responsibility Organization (APRO). ), gathering the voluntary participation of chemical manufacturing and trading enterprises of all economic sectors operating in the territory of Vietnam.
The Vietnam Social Security Council has its own logo and its headquarters is at the Office of the Vietnam Chemical Association.
Article 2. The function of the Vietnam Social Security Council is to gather, encourage, support, share experiences, and provide professional training for staff working in the field of environment, safety and health (EHS). in member units.
Article 3 . The Vietnam Social Security Council has the following tasks:
1- Disseminate and support member units to select and organize the implementation of professional activities according to the following 6 management rules (codes):
a/ Regulation No. 1- Product management. This Code makes the protection of the environment, safety and health of workers as well as the community an integral part of the design, production, distribution, use, recycling and disposal. remove chemicals. It provides guidelines as well as methodology for evaluating the continuous improvement of product management.
b/ Regulation No. 2- Safety in production. The objective of this code is to prevent fire and chemical leakage. The scope of the code covers the production, processing, handling and storage of chemicals.
c/ Regulation No. 3- Prevention of pollution. The objective of this regulation is to reduce the amount of pollutants released from the factory into the air, soil and water, make the environment cleaner, and increase the safety and health of workers and the community.
d/ Regulation No. 4- Distribution of products . The goal is to reduce the hazardous risks that occur from the distribution of chemicals in the community, making the distribution of chemicals safer. It includes risk management, testing, training, transportation and storage arrangements, and emergency procedures in the event of an incident.
e/ Regulation No. 5- Health and safety of workers. The objective of the code is to protect and improve the health and safety of workers at work or on site. This is done through identifying and assessing hazards, preventing unsafe actions or conditions, maintaining and improving worker health and safety, and encouraging dialogue about health and safety issues.
f/ Regulation No. 6- Community awareness and emergency response. The objective of this code is to ensure emergency preparedness and to encourage the exercise of the public’s right to know.
- Participate in the development of standards related to environment, safety and health.
- Support research activities related to environmental and human protection measures.
- Organizing participation in scientific seminars, opening refresher courses and professional training at home and abroad to share experiences and improve EHS expertise for member units.
Chapter II
Organization of the Vietnam Social Responsibility Council
Article 4 . Members of the Vietnam Social Responsibility Council are production-business enterprises and experts who have made great efforts and achieved good achievements in the field of environmental protection, safety and health in the field of chemicals. in the territory of Vietnam of all economic sectors voluntarily joining the Council.
Each member unit is allowed to appoint one representative to join the Council.
Article 5. Benefits of members of the Vietnam Social Security Council
- The head of a member of the Vietnam Social Security Council who is also the head of an enterprise, based on the specific conditions of his/her unit, has the right to:
a/ Select the organizational structure model, arrange staff to do social responsibility work of the enterprise.
b/ Choosing to apply some or all of the management regulations in social responsibility work.
- To participate in Council organizations.
- Participate in discussions and decisions on Council activities.
- The Council creates favorable conditions and helps in training and retraining activities, improving professional qualifications, sharing experiences in production management, chemical risk prevention and response, and environmental protection. , health for officials and workers in enterprises and the community, through thematic classes, scientific seminars, field trips at home and abroad.
Doing well in reducing environmental pollution, enhancing the health of employees and the community, preventing, responding to and handling chemical accidents and incidents well, in addition to bringing economic benefits, also bring economic benefits. friendly image, enhance corporate brand in the market.
- Participating in the Social Responsibility Council is an affirmation of businesses to society about their self-conscious awareness of their responsibility to society. At the same time, businesses will receive encouragement from State management agencies and the community. Products of enterprises bearing the logo of social responsibility will be trusted and preferred by domestic and foreign consumers, as a passport for businesses to participate in the world economic integration process.
- VRCC members are protected by the Council to protect their legitimate interests before the public and the law.
Article 6. Obligations of members of the Vietnam Social Security Council
- Respect and abide by the Board’s Regulations.
- Actively participate in the implementation of work programs approved by the Council.
- The co-owner proposes (with consultation from the Council) the annual work program in his unit and reports the implementation results to the Council.
- Solidarity and mutual support among the members of the Council, contributing to promoting the effectiveness of CSR activities, protecting the reputation of the Vietnam Social Responsibility Council.
- Contribution of fees in the first quarter of each year according to the principle appropriate to the size of large, medium and small enterprises with the following levels:
- 10 million VND/year
- 20 million VND/year
- From 30 to 50 million VND/year.
This fee may change from time to time according to the agreement of VRCC East Association members

Article 7 . The Vietnam Social Responsibility Council is organized to operate on the principles of voluntary, democratic and scientific. The highest governing body of the Council is the General Assembly of its members.
The term of the congress is every 5 years. Meeting the entire Council once a year.
The General Meeting may hold an extraordinary meeting at the request of at least one third of the member units.
The General Assembly has the following duties:
- Approving the report summarizing the term of the Council, discussing directions and working plans for the next term.
- Discuss, approve and supplement and amend the Operational Regulations (if any).
- Electing the Standing Board to lead the Council including the Chairman, Vice-Chairmen, Secretary and a number of members to submit to the President of the Vietnam Chemistry Association for approval.
Article 8. The Standing Committee of the Vietnam Social Responsibility Council is the governing body of the Council’s activities between the two sessions of the Council. The Standing Committee of the Vietnam Social Responsibility Council has the following tasks:
- To organize the implementation of resolutions and work plans proposed by the General Assembly and the general meeting of the Council.
- Guiding the social responsibility organization of the member unit to perform professional tasks of social responsibility activities through the organization of professional classes, national and international scientific conferences, etc.
- On behalf of the Council, consider admitting new members and remove members who are not eligible to continue participating in the Council (enterprises stop or change operations) or have acts to damage the reputation of the Council.
- On behalf of the Council to work on internal and external relations in the area of expertise of the CSR organization. To perform the obligations of a member organization of the Vietnam Chemical Society.
- Solve daily arising problems related to the activities of the Council and its member units.
Article 9 . Duties of permanent members of the Vietnam Social Responsibility Council:
- Chairperson:
a/ Being the legal representative of the Vietnam Social Responsibility Council.
b/ To be responsible for all activities of the Council.
c/ To chair and administer the meetings of the standing agency and the entire Council.
d/ Sign decisions related to the organization, personnel and activities of the Council.
- Vice president:
The number of Vice Presidents shall be decided by the General Meeting of the Council. The Vice President assists the Chairman in managing the work of the Council as assigned by the Chairman.
- The Secretary of the Council is responsible for:
a/ On behalf of and under the authorization of the Chairman, manage the work of the Secretariat.
b/ To be in charge and manage the work of the office department of the Council.
c/ To organize the performance of tasks assigned by the Chairman and Vice Chairman of the Council.
d/ Under the authorization of the Chairman to sign transaction documents.
Chapter III
Assets and finances
Article 10. Financial sources of the Vietnam Social Responsibility Council include:
- Membership fees are determined by the Board.
- Sponsorship of domestic and foreign organizations or individuals and other lawful sources of income.
Article 11. The President of the Vietnam Social Responsibility Council is responsible for managing, using and periodically reporting publicly to the Council.
Chapter IV
Effect of regulations
Article 12. This regulation consists of 4 chapters and 13 articles, approved by the General Assembly of Vietnam Social Responsibility Council on May 2012 and takes effect from the date of approval by the President of the Vietnam Chemistry Association. standard.
Article 13. In the course of operation, if there is anything that needs to be added or changed, the Vietnam Council for Social Responsibility will propose it to the President of the Vietnam Chemistry Association to consider and decide.
