Thi Mai, Politburo member, Standing Committee of the Secretariat of the Party Central Committee, Head of the Central Committee’s Organization Department; Mr. Nguyen Quang Duong, Member of the Party Central Committee, Deputy Head of the Central Committee’s Organization Department; Mr. Bui Quang Huy, Alternate Member of the Party Central Committee, First Secretary of the Central Youth Union, Chairman of the National Committee on Vietnamese Youth.
Attending the conference at the Central Bridge, there were more than 60 delegates representing functional departments of the Central Organizing Committee; Standing Provincial Party Committee, Party Committee directly under the Central Government; The Secretariat of the Central Youth Union, the departments and units of the Central Youth Union, members of the Central Committee of the Central Committee are working at ministries, branches and central agencies.
At the bridge points, there were nearly 1,000 delegates at the provincial and municipal Party Committees; leaders of the Organizing Committee, the Committee for Mass Mobilization of the provinces and cities; Standing Committees of provinces and cities; departmental leaders under 40 years old; permanent members of provinces and matured unions in the 2017 – 2022 term.
The percentage of young cadres holding leadership and management positions is still low
Speaking at the seminar, Mr. Bui Quang Huy said that stemming from the requirements of cadre work in the current period, the seminar “Building and developing a team of young cadres to meet the requirements of the new period” had very important meaning; is an opportunity for young cadres and Union officials nationwide to receive information and share information from Party and State leaders on guidelines and policies of the Party and State in the work of young cadres; issues that the Union staff need to pay attention to.
At the same time, helping young cadres to listen, exchange and propose solutions to build and develop a team of young cadres to meet the requirements of the new period. According to Mr. Huy, over the past time, the training and fostering of young cadres has been paid attention to from central to local levels, with special attention being paid to training and retraining to improve the level of political theory and expertise. subject, professional skills, foreign languages, step by step standardize cadres at the request of the Party and State, contributing to training, fostering, and providing a source of young cadres for the Party and the political system.
However, besides the achieved results, the work of the Youth Union cadres in particular and the young cadres in general still has aspects that have not met the requirements of cadre work in the new period.
“The proportion of young cadres holding leadership and management positions is still low; young cadres’ capacity is not uniform; their foreign language proficiency, communication skills and ability to work in an international environment are still limited. Many young cadres lack bravery, are afraid to practice… Some stages in cadre work for young cadres have not been focused, leading to unsatisfactory results”, Mr. Huy shared.
“Young people don’t think too much about benefits”
Talking at the seminar, Ms. Truong Thi Mai assessed that Youth Union officials and youth are always people with ambitions, dreams, pure spirit, dedication and efforts for the nation and the country.
“Today’s youth should try to nurture that pure spirit, don’t think too much about benefits and positions. If children think too much about benefits and positions, the healthy purity will no longer exist. This is the division. My very own share – a person who used to have 28 years in the Youth Union, of which 10 years worked at the Central Youth Union. I hope you young people keep that innocence, “Ms. Mai said.
Mai suggested that the Youth Union should always cheer and encourage Vietnamese youths in the spirit of revolutionary ideals, ambitions and dreams of unceasing dedication to the country and nation.
Ms. Mai informed that in the coming time, the Central Organizing Committee will coordinate with the Central Committee to directly survey a number of places to propose a policy to the Politburo on how young cadres can stand out. outstanding, good moral qualities, solid political bravery can take better and favorable steps to inherit and promote in the coming time.
At the program, Ms. Truong Thi Mai conveyed the topic “Building and developing a team of young cadres to meet the requirements and tasks in the new period”.
Recalling the views of the Party and Uncle Ho about having to boldly assign jobs to young cadres who have undergone training and challenges, Ms. Mai said that in the past time, we have always been imbued with that view.
“However, in fact, the percentage of young cadres working in management over different tenures is not consistent, sometimes high and sometimes low. That shows that the development of young cadres has not created a solid foundation. If it is built well, then the next course must be better than the previous one, the next time must be younger than the previous one,” said Ms. Mai.
According to Ms. Mai, currently 20/22 sets, horizontal muscles (91%) have no key leaders under 45 years old; 63/63 provinces and cities do not have secretaries, chairpersons of People’s Councils, and chairpersons of People’s Committees under 40 years old.
“It is necessary to prepare a class of young cadres from 30 to 40 years old, if not very old quickly. I see that in many fields and fields, there are excellent people, only interested in discovering training or not, but not can say no,” stressed Ms. Mai.
